According to the transcript, that’s Usagi’s mom. Guess she helped Luna get gussied up for the occasion.
O_o Oh.. It’s not supposed to be Usgai’s mom so I think the translator got a bit confused ^^; She’s supposed to be the cat’s owner :D

I think yaten’s fondness of Luna is probably greater than Minako XDD
