actually i just remembered something else, jadeites in command of the farbeast division, nephlite the north american division and i forget the other 2, this would imply that they WERE attacking other areas, but repositioned theyre resources to take out the senshi, their biggest threat in finding the silver crystal which they knew was in the tokyo area.

In the SuperS movie the baddies actually target several European towns before attacking Japan.
