In most East Asian cultures, but of note in China and Japan, nudity doesn’t always equal sex. In China, shirtless men were symbolic of rebellion and counter productivity within rebellion. Japan’s case is that it represented innocence, purity and receptive qualities, which the last one is commonly in play in the series proper as their bodies become receptive to the power of their items.
Of course, most beginners are shocked to hear of this episode. Of course, Usagi resembles a Barbie prior to Mattel molding on panties after a scandal with one of their Barbies.

Yeah, that’s true. It made for an interesting cosplay play that I saw on the internet once…she wore a body suit and it looked terrific!
