I beleive the reason why she did not grow up to her full age was because Galaxia needed her star seed to mature. She needed to age a certain amount for the seed to mature which explains the fast aging and the fast ending of it.Galaxia mentioned that slightly when Saturn/Hotaru was ready to destory her.
I wish we got a transformation and attack from her, just one.
